Summary
This Guide aims at enabling national or regional non-governmental organisations (NGOs), coalitions and individual organisations to effectively use the International Convention on the Protection of the Rights of All Migrants Workers and Members of Their Families (hereinafter referred to as “the Convention”) as a tool for the promotion and protection of the rights of migrant workers and their families. The Guide is produced by December 18 for the International NGO Platform on the Migrant Workers’ Convention (IPMWC) and is modelled partially along the lines of the Guide published by the NGO Group for the Convention on the Rights of the Child. The Convention entered into force on the 1st of July 2003. Although the number of ratifications is still limited, the members of the IPMWC strongly feel that this is the right time for civil society to engage actively with the nascent UN Committee (which will oversee the implementation of the Convention); with the State Parties to the Convention; as well as with the other human rights Treaty Bodies. It is also crucial for the NGO sector to build and strengthen coalitions at all levels in order to enhance their impact and to learn from each other.
