Summary
The paper investigates the problem of measuring violenca against women as well as outlines already existing measures taken to eliminate it. It further describes challenges faced by all the relevant stake-holders in tackling violence against women effectively. These are among the others: limited understanding of technical aspects of prevalence research; limited progress on gender disaggregation of statistics; variations in legal systems and statutes that obviously make harmonisation of surveys virtually impossible. In addition, the author describes proposals designed to combat violence against women. Finally, the document touches upo the issue of process indicators (in particular, case attrition that is a proportion of reported cases that fail to result in any form of sanction - as a basic process indicator) in this respect the author points out that increasing reporting rates indicate decreased tolerance and increased exercise of the right to redress. Prosecution rates should mirror increases in reporting, and increase if legal and procedural reforms are having the desired impacts, whereas conviction rates should at minimum stay constant and increase if procedural reforms are effective
