Summary
The current base line study of FACT (Fight Against Child Trafficking) Project has been performed by the Moldovan Delegation of “Terre des hommes” Foundation. It provides a guideline on the situation of child migration and child trafficking in Moldova. It emphasizes the main factors of these phenomena in the 3 targeted regions where it was realised in 2004 period. The purpose of the analysis included in this report is to present convincing and objective elements to: · obtain more information on the real situation of vulnerable families, in general and those affected by the migration/child trafficking, in particular; · start discussion with the authorities and services of respective regions as concerns the proportion and the gravity of this phenomenon; · identify factors of vulnerability, in order to get a common vision on the families and children in concrete situations; · identify the risk factors for the migration/child trafficking and define the criteria to localize and register the children who need assistance; · recognize factors and protective behaviors in the families, in order to strengthen the activities to prevent migration/child trafficking; · define adapted strategies and coordinated actions in order to prevent this phenomenon, to assist children and families at risk and to protect the victims; · create, together with the public services, instruments that would permit the identification, the diagnosis and the assistance of the children and families at risk.
