- The Committee of Ministers should elaborate a charter of rights for domestic workersand issue guidelines to member states which would ensure that the distinctive statusof au pairs (neither students nor workers) is recognised and safeguarded, theirworking conditions and social cover are fixed and that the au pair industry isappropriately regulated on the national and international level.
