Summary
The report includes an overview of the problems faced by migrants, asylum seekers and refugees globally as well as on a regional and national basis. Regarding Europe, the report notes that "real or perceived risks for security continued to drive the debate in other areas, providing fertile ground for populist rhetoric particularly in relation to migration, and exclusion of the ‘other'." Referring to the Italian pushbacks to Libya, the report regrets that Member States addressed mixed flows of irregular migration through repression. This resulted "in a consistent pattern of human rights violations linked to the interception, detention and expulsion of foreign nationals, including those seeking international protection." The report also points out that migrants, asylum seekers and refugees faced increasing discrimination and exclusion from services and employment.
